Two vital American interests are at stake. The first is the maintenance of a stable, democratic,

prosperous Europe, which is essential to our future. The second interest is to prevent the

emergence of a hostile power or a coalition of powers capable of threatening us or our allies. The

countries of Central and Eastern Europe (CEE) sit at the crossroads of these two vital American

interests.
