| | ABSTRACT |
| | The risk to global security posed by weapons of mass destruction is extremely serious. The EU |
| | non-proliferation Strategy recognises this concern and sets out a comprehensive list of measures |
| | to counter the risk. |
| | The cornerstone of the strategy is effective multilateralism, and the EU has an important role to |
| | play in helping to strengthen global regimes. |
| | However, the organisation and resources within the EU are currently inadequate to enable the EU to |
| | fully implement the Strategy. |
| | The next steps are for the EU, through the Member States acting in the European Council, to |
| | identify its priorities towards countering proliferation of weapons of mass destruction and direct its |
| | resources towards those areas in which it can best add value to the work of other international |
| | organisations. |
